D E McNicol plate how old? - Interesting

I have an 8" plate featuring fleur de lis gold designs on it, a complicated flower and branch edging (also gold), and two Dutch boys. it has a caption of: " Girls iss funny tings vot?"

The makers mark is very clear. The glaze is crazed from age. No chips, good colors and images. The children are wearing baggy pants and shirts with patches, soft Smurf type hats and wooden clogs. What did I find?
