Help ID Pottery Mark - Colorfully Painted

I was cleaning out my grandmothers garage and found a nice planter ( ceramic ) with hand painting on it and the bottom is marked with a signature and some numbers and all. Im curious if its any good, worth anything, and who or what.
Its about 4 1/2" tall and about 5" wide.
