Mystery Pottery Markings - J 3070

My father owns this piece and has been trying, unsuccessfully, at this point to identify this piece of pottery he owns. It was given to him by a relative who believed it may be of value or historically significant. I'm having little luck identifying it and thought I'd reach out for assistance. What I can make out clearly is the letter "J" and a stamp "3070."
